If cleaning does not work it is possible that hard water deposits on seal and ball valve are causing the problem. Before replacing seal, with water supply off empty bowl, add full strength CLR - enough to cover black seal and let it sit - adding as needed to replace any leakage. Several hours should be enough. I do CLR every couple months and current seal is over two years old with fulltime use.
