I don't know about Dish but with DirecTV the LNB on the antenna (dish) is powered by 18 or 21 volts DC current. Only special splitters can pass direct current (DC). DirecTV calls them "green line" because their label is green in color. These splitters have a red colored output lug to which the LNB power supply is attached or the portable carryout antenna is attached. With non-SWM receivers, the LNB is powered by the receiver but if a splitter is used it must be a green line,
