Often time the wiper arms have an adapter that allows for using the same arm on multiple sized splined shafts. If that adapter has worn out or the splines on the shaft are worn you can tighten the nut until you are blue in the face and the motor shaft will just spin inside the arm. Check the splines on the shaft and the arm.
