With all your jacks and slides fully extended, if you still have an inch or more of fluid, that is probably not your problem.

On my tank I have a sharpie mark that represents a full tank with all the slides out and the trailer leveled with the jacks.

Easier to check that way.
To top off your reservoir ALL jacks should be up & ALL hydraulic slides in, then fill to 1/4.-1/2" from the fill opening otherwise, as you've found out, you'll overfill the reservoir.
