Evaporative coolers work great in very dry, desert-like, environment. If you run one inside an already air conditioned RV to supplement the RV A/C, you're mostly just going to increase humidity which the RV A/C will then have to remove.

The net cooling effect will be minimal. Depending on conditions, it may even make the situation worse.
