Vegas kitchen faucet leak

I just got back from the dealer where they replaced our leaking kitchen faucet. The new one leaked even worse than the old until we switched out the cartridge with the old one. Thought we had it fixed as we tested it at the dealer, but when I got home and connected to city water it leaks again around the bottom where it meets the countertop just like the old one. (The new one leaked around the handle until we switched out the cartridge.) It took 2 hours to see the leak. I do have a pressure reducer on the hose and other than storing the kitchen sponge where it leaks I don't know what to do. Should there be plumber's putty between the faucet and counter?
