For what its worth - when we had our Mini and dolly towed it, there was no practical place to hook up safety chains. I ended up with a bit of kludge job using a Blue Ox safety cable and a short towing strap to secure each front wheel to the dolly. The safety cable threaded through the wheel (barely, ours had fairly small gaps between spokes). I then wrapped the tow strap. around the dolly frame and secured both ends of the strap and the cable with safety chain quick link.
This seemed to be as secure as it was going to get, but if Mini decided to separate from the dolly, it might end up being a major front end suspension rebuild. We checked the wheel straps a lot.
