Costly Brake Job Not Long After Certification

I just purchase my 2008 36ft Windsport 10 months ago and put on 10,000 kms (6200 miles). I just had to replace the rear rotors, calipers and pads all around for a total of $4000.
My question is, should I have needed brakes 10000 kms after the motorhome was certified? Do the brakes normally wear that quickly?
The rear pads were down to the metal and I'm wondering if the place that certified the motorhome didn't even look at the brakes or did a poor job of it.
