From what I was told it's there for convience. Leave the one on the passenger side closed until ready to dump. You can open both on the driver side driver once you've installed the hoses. When you need to dump the black, you don't have to walk all the way around. Plus it moves very quickly when opening the passenger side.

It's also double valve protection.

The day before our last day of camping I close the grey water, and let the tank fill up as much as possible to help clean out the pipes on the last flush.
