Can not help with the lever but removing the chair is easy. There are four bolts that hold the chair to the post. By removing them gives you easy access to your problem. If the lever is on the post and can not be fixed I would try looking at "shop4seats". I replaced the post for a shorter one and the product I got from them a match.
