Very normal to be over your 8k axle rating. I am WAYYYY over at 17,500# on my two axles. MORryde has inspected my IS and is still well within their specs.
I would think that with the rig attached, the weight of the hitch would lighten the load off the front tires, hence the reduction in weight difference. Just thinking aloud!
