If the water doesn't work when trying to flush the commode, where is the water in the commode coming from?
Normally I would say you have a leaking flush valve with residual pressure in your water header preventing the pump from starting and the pressure slowly leaks into the commode from the leaking flush valve.
How long have you had this problem and could it be someone winterized or de-winterized incorrecly and you have some valves out of position?
