Our Axis does
not have wiper controls on the stalk--we have one of the few stripped chassis without them. Thus my thought is Thor was just covering their bases when they designed the Axis/Vegas units as some of the stripped chassis' they get from Ford may not have wiper controls on the stalk.
They probably order the chassis in bulk and just take what they get from Ford (and likewise Ford may just build them with whatever they have available at the plant--although it is unlike an OEM to do something like that).
