backflow water at campground. low PSI?

im currently setup at a campground in Blythe, CA and i think the check valve at the tank is not closing all the way. if i turn on the faucet, it will very slowly leak past the check valve and fill up the fresh water tank until it's overflowing out the fill-up port. i could understand if this was a kantaleak valve system but it's not.

i connected my pressure gauge to it and it said ~50 psi. thing is, the water works in my driveway and does not fill up the fresh tank. pressure at my house is ~75-80psi. i do have a regulator thats set to 53PSI. so 53 is the max pressure i allow incoming to the RV.

does that 3psi relay matter that much? i think it's enough to not close the check valve all the way and so it's leaking. what do you guys think?
