Not sure why do don't fill water tank but trust its justified by you. I keep mine full all the time for JIC. Years ago with a travel trailer, I got to a campground late to find the water cut off for repairs. They didn't get it back up for 2 days. Had to hook up and pull down the street to fill tank. Plus, I keep tank full while traveling in case of break down or any other disastrous situation that may put you on the side of the road or in a "sheltered in" place for a while.
