A blown fuse is usually obvious, but I've seen a few that weren't. Sometimes the gap can be right on the edge of the clear window or it can be really tiny. Both are hard to see. You can check each fuse with a meter if you have one, or you can swap them all out.
I too am pretty sure that you are looking in the right place. If it isn't a fuse then it's possible that there is an issue in the distribution panel or the wiring. A minor defect in either might have given way instead of the fuse. It happens. There is an old saying among electrical engineers, "every fuse is protected by at least one component."
