Early Axis/Vegas units had defective washer pumps that would blow the wiper fuse the instant you hit the washer button. Check the wiper fuses. (This has been fixed for a while now.)
Log into Thor's owner's resources site with your VIN; you'll find tons of info there (not sure if there is anything related to the wipers, however).
