My dealer (NorthTrailRV in Fort Lauderdale FL) fixed every issue I had with no problem (and there were a bunch) and Thor was very good about authorizing the work. I see no reason why a dealer would not fix warrantee issues. They make their customers happy and bill the work to Thor. To make their customers unhappy with their product for no good reason is a disservice to the dealer and Thor. I would write a letter to the owner of the dealership and send a copy to Thor. If I were the president of Thor, I would like to know.

What if Thor doesn't compensate the dealer enough to cover the dealer's out-of-pocket costs? What if dealer costs are more than Thor thinks is reasonable?

Without knowing the specifics of their contract I would not necessarily blame the dealer. They could be at fault but just as easily so could Thor. I personally hate buying anything with the potential to place me in the middle of two companies competing for greater profits.
