Correct, unless the city water pressure is much higher than your pump output pressure - in which case it wouldn't run even if turned on.

That may be a personal preference or you may have flow restriction coming from the city water connection. The only time I have needed to run the onboard pump to boost the shower pressure is when we stay at my MIL's house where she has her well pressure at 30 psi.
