caulk "falling apart" is hard for me to imagine, but I'm doubtful they would do much for that. routine sealing and caulking maintenance isn't something they cover.... unless sometimes they might address a small thing as a courtesy while it's in for other work.
I had a discussion with Thor about that very issue and coverage of caulk.
The bubbled decal.... hard to say. How bad is it, does it bug you?..... Generally, i would say yes if you think it's something that might eventually grow, or if it's a big bubble take it in now while you can.
Bring a list of any other little issues to get taken care of at the same time.
Oh, and no need in calling Thor, they won't do anything until the dealer submits it.
