Hi, assuming there is no gear damage in the batwing TV antenna, you are actually supposed to lubricate the seal and gears at least yearly I believe. You should find this frees up the rotation gears as well (so less force required to rotate the assembly). I am guilty of not doing this enough on my own coach as it requires going up on the roof and doing a little disassembly of the antenna base. I do a yearly inspection of the roof, but not yearly lube on the antenna. The manual should describe this maintenance process.....but I am sure there are You Tube videos that also show how to do it.
