New York State told me the same thing over ten years ago, I got EZpass so I didn't have to wait in line! I only used the manned lane once, after that I used the electronic EZpass lanes, sometimes they billed, me sometimes not.

I don't tow currently, but if all vehicles are registered (with plate #'s) on your EZpass account they won't fine you.
