It's ugly, but it works:
Fiberstrand reinforced packing tape wrapped around the cover will take almost all of the flop away. Three horizontal and three vertical should do just fine. You'll be left with a semicustom fit cover.
Or
Buy cheap strap ties and use those if you don't think the tape is a good idea.
