Each of them is billed at a different rate. Only one of them needs to be displayed at a time. Be sure to keep the others in the foil pack when they're not displayed or you may/will be excessively billed. No, it only takes a single portable transmitter in most systems:
Put it in your MH when not towing, or
Put it in your Toad when not being towed, or
Put it in your MH when towing the toad.
Except for some NE states (like NY) the toll sensors count the axles and charge by total axles regardless of weight.
