I contacted Sirius/XM and asked about any up charge. All 3 of my licenses are "Select" licenses and streaming is included. On their web site, there is a note that streaming is $5/mo. I would guess that a 3 yr $99 license may not fall into that "Select" category but you probably need to confirm that with them.
Incidentally, to begin using the app, I had to log in with my Sirius/XM ID and password but, there was no verbiage regarding an additional fee.
I've always been a bit miffed that my annual fees weren't enough to allow occasional streaming. I can relax now.
