It depends on your rig, but on most you have a fan inside of a black plastic box. There are one or two small electric motors that will be under the dash, connected to the hose system. These move a flap that changes your air circulation. If you look under the dash while you (or your helper) change the HVAC settings you should see and/or hear the small motors turn the air regulator flaps. On my rig you can see the control arms move. Check to see if these are working. If you have moving air from the vents with the AC on, but not with vent only, that is the most likely culprit.
