On the 2004 Fourwinds the P-brake has to be on and the key turned to the left. There is also a ON/OFF button that has to be in the appropriate position. On mine, it was on the floor next to the leveling controls.
One other thing. For the main slide out, there was a "Lock" switch that had to be held down until the locking mechanism that holds the slide in, was completely disengaged.
I don't know how much of this carried over to the 2006, but look around for any/all of the above. Good luck!
