F 53 dash air question

The dash air blows kinda cold air, however when the fan is on no matter the speed setting the bulk of the air comes out of the windshield vents, the other 6 dash vent will barely move a candle flame, the foot level vent are the same as the dash vent little to no air on any setting. No matter the switch setting.
The passenger side is a little cooler than drivers side.
It helps when we turn on the two fans at the top of the windshield( just moves the cool air from the windshield vent to the seat area.
I've looked under the dash and the network of hoses is ridiculous, they must have gotten a deal on hose and were trying to waste as much as they could. If they had used one larger hose right to left with small hoses branched off it would have been better air flow and left some room to work under the dash.
Any ideas?
