Newbie RVer with a question for you experts

Great guidance. I've duct taped, glued and patched lots of toys over the years and would be considered "conditionally handy." I did notice, prior to discovering the rusted screws, that that vinyl strip above the bottom metal piece had pulled away from the RV side. Could allow water to intrude. So, thanks again and will advise on outcome. Know I'll need for direction over time.
