Don't go so high up. See if you can get into Lum's Pond in Bear DE. From there, you can 'go around' Wilmington into PA without having to run I-95 (e.g. 322 into West Chester is a really decent road and goes right around most of the trouble.

Lums Pond gets good cell service so you can do more digging/research when you get there. Don't let them ruin your plans. It's like domestic terrorism. They want you to be afraid and 'shelter in place'. Don't give in to them, just avoid them.

Edit: This'll get you to West Chester and it's a pleasant ride. You'll have to take it from here. There's a train trestle on Rt4 in Newark but tractor-trailer rigs pass under it all the time. Get gas on Rt7 near Hockessin. I don't remember seeing many places to do so after that, or you can take Rt1 towards Chadds Ford, though 202 get's pretty rough in some places - tight traffic and crappy roads.
