Well, it’s a struggle but it can be done. After releasing the catches, press the cover upward really hard, and I mean really hard, and it will open. Maybe not completely but enough for you to pull the old filter out and slide the new one in. Make sure all catches are securely latched when finished so the cover doesn’t open unexpectedly. We have a 2013 ACE 29.2 and have struggled with this for about 6 years. It ain’t easy but it can be done.
