Since the experts are stumped lets try a simpleton view
Is it possible to put a charger directly on the house batteries to see if it starts? If it does, I would have the batteries load tested and replaced.
If it will not start when you manually try at the generator with engine off, it simply must not be getting enough juice despite the apparent voltage to turn over.
