If it’s a studer-vent it’s just screws off by hand. You should be able to suck air into it but not blow out through it. The “flapper” inside might be stuck from long periods of storage. Getting it freed up might be all you need to do but they also are cheap at big box hardware stores. It’ll be high up under the sink almost up to the countertop. I hope it’s something that simple.
