There are two fill levels for the tank: one when the engine is at normal operating temperature for 15 minutes or longer (as when on a trip) and one for cold engine (engine not run for 12 hours). The hot coolant level is near the top of the tank and the cold coolant level is near the bottom of the tank. There is a good description in the Ford owners manual of when to add or change the engine's coolant and what type of coolant to use.
