Start with removing the shower head and checking the head, and flow restrictor
Also make sure the shower valve, or valves are flowing freely, often the cartridge can be full of shavings or debris
What is the actual pressure at the bib, it could be less than 50 psig
Most pressure regulators restrict flow somewhat, especially the simple straight non adjustable type
