I found some HD 3 foot long straps at Home depot. Cut to size, added a half twist to make more ridgid, Drilled one hole in a frame support and used the OEM bolts on the mudflap.
Worked out great. Much firmer but if I run over road trash it should give some but I dont think I will loose my mudflap.
They are much heavier and Thicker than they look in the photo. They are NOT the light weight strapping than you can bend by hand to hold drain pipes in place.

I caught a recap on I-40. Tore it from the frame. Not a fun fix. Thanks for the post.
