I believe the Use/Store switch has to be engaged (Use) for that happen. If I'm wrong, someone else will chime in to correct it but it's not going to hurt anything to try it for a little while. If you're not throwing 14v into the batteries, try flipping the switch to Use and see if that works. If not, you may have an alternator problem. I believe there's a fuse in the back of them that can and does blow sometimes. It's going to be tight to get to.
I wouldn't invest in new batteries until you know what the root of the problem is. Assuming they were lead acid, if you killed them beyond 50% too many times, they're likely toast and may not take a charge anymore. If you throw new batteries in their, they'll cover any other problem for a short time. Then your back to square one.
Are you on the move or parked? If parked, you should still be able to run the motor but with less output than if you were traveling so it'll take longer (if it works).

Thanks so much Breeze for the response. The alternator is doing a fine job of keeping the engine battery charged but no voltage to the house batts. House batts will charge when on shore power.
