If you like to dry camp, our favorite place to go is Emma Wood State beach/park. It's a little delipidated due to storms, but you will park within feet (yes our most current trip the high tide mark was 15 feet away). Incredible views of the ocean, channel islands, dolphins etc. But it is very spartan. Right now, it's first come first served, so the best time to show up is a Monday or Tuesday. We love it there because we can chill by the ocean. I'm not a fisherman, but I do see people fishing right from their RVs. Also $40 a day or $38 seniors.
