It is normal for the converter to apparently turn on and off. Actually it is switching between different levels of charging. After your batteries are fully charged it will back of to a maintenance or float level and then ramp back up when needed. Which will depend on the load and the condition of your batteries. If the batteries are staying charged I wouldn’t worry about it.
