In-tank filter socks have been standard for many years (my 1961 Corvair Rampside has one). The sock's pores are small enough to keep most water from getting into the engine. That is why it has been always recommended to add some "dry gas" to a couple tankfuls of gas before freezing weather occurs. Now that most gas has alcohol blended dry gas is not necessary. Carburetors can swallow fairly large particles that may get by the in-tank filters, but fuel injectors can not, so a supplemental very fine fuel filter is added in line. About 2007 Ford decided to upgrade the fuel system and changed the in-tank sock to a fine particulate filter negating the need for a in-line supplemental filter
