Here a a few thoughts that come to mind.

Warm gasoline can hold more water in solution than cold gasoline. Therefore, phase separation would be more common in colder climes.

As a general rule warm molecules are more active than cold molecules. Therefore, the potential for oxidation and degradation is greater in warmer climes.

I have never had a problem with fuel degradation and that could be because I live in the San Francisco Bay Area which has very mild weather. I never have to winterize my MH.
