Makes perfect sense to me. Bob is right - they all use the same chassis which has the same GVWR and GCWR. When you put a bigger house on the same chassis there's less left over for the customer to add.
Same applies to MHs built on the E350 or E450 chassis.
The only outlier is the F53 chassis as there are several different chassis in that class from a 16,000 GVWR chassis to a 26,000 lb chassis, all using the same engine and driveline but different suspensions.
