On my 2015 Challenger the USB port on the dash was an input to the radio and did not provide enough juice to charge anything.
The same applies to the USB port on my 2020 Accolade. It provides input into the radio to be played through the USB option and it does not provide enough juice to charge the phone connected.
Also, in 2016 Thor did not provide radios equipped with Apple or Android anything on most of their rigs.
Newer USB ports and protocols may require ports to supply power but that was not the case on earlier USB protocols. Many USB drives and USB ports required a separate power cord to power the device or it wouldn't work. I am in the. process of getting rid of a bunch of that earlier crap now in an effort to get rid of the junk.
