That means the WH IS STILL BYPASSED and you probably burned out the heating element. when you get to your next stop put the heater on gas and see if it works. Are you sure you found the WH bypass valves. You were told that the by-pass valves are BEHIND the WH. Go outside and find the WH then go back inside a find it.
