1) turn off water at city water connection & pump
2) remove faucet in shower (take photos once off wall plate)
3) disconnect hot water line from back of faucet
4) now, turn on water pressure and allow water to flow out of the hot water line (you may need help so that it doesn't go everywhere & make a mess)
5) if you have hot water coming out of the hot water line, then it's the shower valve

issues and things happen when you least expect it.

you might even be able to find a clog inside the faucet where the hot water line enters the faucet

let us know what you find.
