Kitchen faucet leaking at base of spout

I have a 2017 Thor Chateau 29G. I have a recurring leak where the spout meets the faucet base in the kitchen. It goes away when I tighten the round cover, but comes back. The spout also seems to wobble more than it should when moving it between the two sink sections.



The imprinted label on the rear says:. NSF 61-9 UPC.

I unscrewed the base cover, and there is a plastic ring that is split down the middle from top to bottom.



Is the split by design, or is it broken? I'm afraid to tighten it too much, but it has to be pretty tight for it to not leak. And the spout still doesn't seem as stable as it should be.

Should I go ahead and tighten it as much as I can so that it doesn't leak, or is replacement with a better faucet a better long-term solution?

The bathroom sink has been leaking from the bottom. I keep having to tighten the supply thumbnuts on each side to stop it from leaking. I'm guessing vibrations loosen up the connections over time, as I've had to tighten it several times.
