It depends on who made the converter. My original converter was a WFCO 8955. That converter's fan ran continually on low speed if there is any current output. The fan speed is based on the current flow out of the converter. The more output the faster the fan speed.

My current converter is a PPS 5365. The fan is controlled by a temperature sensor attached to the power transistors' heat sink. The hotter the heat sink the faster the fan runs. The PPS fan is much quieter on low speed than the old WFCO converter's fan. Just as the cooling fan on my Xanterx Freedom Xi 2000 inverter is quieter than the one on my old Xanterx Pro 1000 inverter.
