There's a lot of 'ifs' in this but...
If I remember correctly, the system went through some changes end of last, beginning of this year. Something may have changed to cause the newsletter process. That notice is no longer in the Admin thread as are many of its posts. Someone did a cleanup or fat-fingered an action.
Assuming the system is still compiling this info, coded to identify participating profiles AND that code is not broken:
If the option is not set, obviously set it.
If it is set, try turning it off for a day and turning it back on - flipping the bit, so to speak.
I've seen situations in a past life where the default action is 'do nothing' unless a value is present to initiate otherwise. If the above system changes changed the newsletter process, it's possible you have to 'reset' your profile so the system picks up the participation value from a new/different place.
Just a thought based on past experience. Data migrations and system 'enhancements' are rarely flawless.
