By "Master off switch" I have to assume you are talking about the battery disconnect. It does turn the battery off. There are some things that do not go off. CO Detect. LP Detector. Radio presets. If you want those off you must install a secondary disconnect directly on the battery.
Lights are 12 volts DC. They should be off because they are on the house battery. If they are on then the battery disconnect is not off. Steps are on the chassis battery. Awning and slide probably are also. Plugs don't work because they are 120 volts. If you find one working it would be on an inverted circuit.
