When not on shore power does the light inside the refrigerator go on? If so, you're getting DC power to the fridge. Something similar happened to me. I had power to the light but the fridge wouldn't turn on. It turned out moths had built a nest behind the control panel housing the on/off switch and shorted it out. Remove some paneling and search the circuitry, front and back, for bugs.
